French-speaking candidates recruited for temporary employment in managerial, professional or technical occupations and skilled trades, included in Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC), and who will be working in a province or territory other than Quebec, can benefit from streamlined and accelerated processing of their Work Permit applications.
This initiative reflects the Government of Canada’s commitment to promote linguistic duality and supports the objectives of the Immigration and Refugee Protection Act to enrich the bilingual character of Canada and assist the development of minority official language communities in Canada.
The applicants can inform potential employers in Canada about the Labour Market Impact Assessment (LMIA) exemption under the Francophone Significant Benefit – Avantage significatif francophone (FSB) special program.
If the applicant obtains a job offer and wants to make sure this LMIA exemption applies, the applicant must send an email to the Visa office in Paris, France and must include certain requirements and information in order to assess their eligibility.
The Canadian visa office in Paris will evaluate the inquiry and will determine whether an work permit must be issued. If granted, there may be a chance to obtain permanent residence in the future through this stream.
This program aims to allow foreign workers to work in all provinces of Canada, not only in Quebec. Therefore a Certificate of Selection from Quebec will not be needed.
